How to apply for PWD ID in Manila

Here's how to get your PWD ID:

  1. Secure a Medical Certificate or Abstract from your doctor. You may also get this from a licensed physician at any government clinics and hospitals.
  2. Barangay Certificate for your proof of residency
  3. Bring 2 pieces 1x1 ID pictures
  4. Go to MWSD at the Manila City Hall to fill out a PWD Registration Form.


4. Submit your medical certificate and ID pictures together with the completed form. 

The whole process should only take a few minutes if your requirements are complete. The PWD ID comes with a booklet which will serve as a track record of your medicine and basic goods purchases.



There are an estimated 1.2 million persons with disability in our country. But, only 50,000 PWD cardholders are enjoying the benefits. 

Here are some of the privileges and incentives entitled to all Persons with Disability according to Republic Act No. 10754 – AN ACT EXPANDING THE BENEFITS AND PRIVILEGES OF PERSONS WITH DISABILITY (PWD)

At least twenty percent (20%) discount and exemption from the value-added tax (VAT) on the following sale of goods and services for the exclusive use and enjoyment or availment of the PWD:

  • Purchase of medicines in all drugstores
  • Admission fees charged by theaters, cinema houses, concert halls, circuses, carnivals and other similar places of culture, leisure and amusement;
  • All services in Hotels and similar lodging establishments; restaurants and recreation centers;
  • Medical and Dental services including diagnostic and laboratory fees, and professional fees of attending doctors in all hospitals and medical facilities, in accordance with the rules and regulations to be issued by the DOH, in coordination with the PhilHealth;
  • Fare for domestic air and sea travel;
  • Actual fare for land transportation travel such as, but not limited to, public utility buses or jeepneys (PUBs/PUJs), taxis, asian utility vehicles (AUVs), shuttle services and public railways, including light Rail Transit (LRT), Metro Rail Transit (MRT) and Philippine National Railways (PNR);
  • Funeral and burial services for the death of the PWD
5% discount on basic necessities and prime commodities 
(Note: Purchases should not exceed Php1,300 a week to avail of the 5% discount)

Some other benefits include;
  • Educational assistance to PWD, for them to pursue primary, secondary, tertiary, post tertiary, as well as vocational or technical education, in both public and private schools
  • The continuance of the same benefits and privileges given by the Government Service Insurance System (GSIS), Social Security System (SSS), and Pag-IBIG, as the case may be, as are enjoyed by those in actual service;
  • Provision of express lanes for PWD in all commercial and government establishments
